View All Tickets?

Is there a way to view all tickets on one page?

for example

We will have a IT Department and a Web Devlopment Department.
Without typing in the ticket number is there a way to view all tickets?

and also when you close a ticket it no longer shows on the users account so if they need to reopen the ticket they have to remeber the number?

Yes very easy to see all tickets. 
1.Open Admistration on top menu
2. Select Statistics
3. Select open tickets- if you uncheck the Search only open tickets it will show all tickets including closed tickets.
4.  You can seach or order by any number of criterias for display of specifc ticktes or groups.
5.  This area works very well to accomplish what you need to do.

Another way is to simply go to the 'Search' Tab leave everything at default but uncheck 'Search Only Open Tickets' and search - it will show all the tickets you have access to.

This is the same thing that Lamont said, it's just another way to get there.

Also, to re-open a ticket is also quite simple, and it is even pre-populated in the FAQ if you take a look.  This is straight from the FAQ that is included in your install:
When a ticket is closed, it is still fully viewable and editable, just view the ticket and change the status from closed or click on the 'Re-Open Ticket' button. To open a ticket, you have a few options. If you already know the ticket number you can either visit 'View Ticket' and enter the ticket number or enter it in to the 'Quick Jump' textbox in the upper right hand corner of the site. Alternately you can go to the 'Search' page for it and simply click on it (make sure you un-check 'Search only open tickets').
