Cannot Set Theme

New installation of Slick Ticket

-Server 2008 R2

-SQL Server 2008

On the Administration Page, under Appearance, I am unable to set a theme.  The page just doesn't change when I click apply settings. However, I can swap the toolbar from left to right.

Any ideas?

Nevermind...the apply button doesn't force a page refresh...
